Implement an accessible pattern for document extra tabs

The extra tab at the bottom of a view page are not fully accessible.

This is a violation of WCAG 4.1.2

This needs to use the correct aria roles and attributes.

The structure seems alright but classes are not enough to give understandable semantics in the region.
