Add a way to specify the timezone of scheduler jobs

Currently, the scheduler job seems to depend on the current OS timezone to trigger jobs using cron expressions. Cron expressions are evaluated using the current timezone.

It would be nice to be able to specify the timezone explicitly.

 - Local / System timezone (default)
 - UTC
 - any other timezone
