Indexing does not restart after first config save

Reproduction steps:

• login as an admin
• go the the security vulnerabilities section of the administration
• set up a scan delay  (e.g., 10)
• save

Expected result:

• an new security vulnerabilities scan is performed

Actual result:

• nothing happen until a new update is done
