Panel background color from the color theme is not kept for the edit mode panels, which can break contrast

How to reproduce:

• in a color theme, set body background to some pink and content background default or set to white:
  
• then, set the panels background to the same color as the content background, to ensure contrast for the panel contents:
  
• in view mode, the panels are displayed in boxes of the same color as the content, with proper contrast between panels content and text/link color
  

• in edit mode (not inline, not in place):

Expected result:

• the configured color for the panel background is kept so that contrast is ensured to the same extent to which is ensured in view mode

Actual result:

• the panel background color is the body background, not the panel background color, thus potentially breaking the contrast of the text & links:
