When filtering attachments by date, the upper limit is excluded

Steps to reproduce:

1. Upload an attachment
2. Go to the index of all attachments
3. Filter by date and select the same minute for start and end of the range, select the minute in which you uploaded the attachment

Expected result:

The uploaded attachment is listed.

Actual result:

No attachment is listed.

The same also applies to the new attachment view introduced in XWIKI-13454. With Live Data introduced for the attachments tab in XWIKI-20024, the situation is better in the sense that with Live Data, you get a filter that goes to second :59 for the upper limit so only attachments uploaded in second :59 are excluded. Note that this might actually require two fixes to fully solve this:

1. A generic fix for Livetable to also use second :59 for the upper range
2. A change to make the date range inclusive for the upper range for the attachments listing
