Size and placement issues for Search filter Search Scope on Administration Rights section

Steps to reproduce

1. Login as Admin
2. Go to Administer Wiki > Users & Rights > Extension Rights
3. Observe the "Search filter:" input field box size (in comparison to the one from Administer Wiki > Users & Rights > Rights)
4. Create (or go to) a subwiki
5. Navigate to Administer Wiki > Users & Rights > Rights
6. Observe the size and placement of the "Search filter:" input field box and "Search scope:" drop-down
7. Navigate to Administer Wiki > Users & Rights > Extension Rights as well
8. Observe the size and placement of the "Search filter:" input field box and "Search scope:" drop-down (in comparison to those from Administer Wiki > Users & Rights > Rights)

Expected results

The input field boxes and drop-downs are the same (reasonable) size in both Rights and Extension Rights sections, on Main Wiki as well as on subwiki.

Also, between the "Search filter:" input field box and "Search scope:" drop-down there is some space.

Actual results

On Main Wiki as well as on subwiki, under Administer Wiki > Users & Rights > Extension Rights, the "Search filter:" input field box is oversized.

On subwiki, under Administer Wiki > Users & Rights > Rights, the "Search filter:" input field box and "Search scope:" drop-down are not the same size and are displayed without any space between them.

Still on subwiki, under Administer Wiki > Users & Rights > Extension Rights, the "Search filter:" input field box and "Search scope:" drop-down are oversized as well.
