Admin UI to allow disabling tours on a given wiki or for all wikis

There are some wikis on which you don't want the tour to appear at all. For example on xwiki.org. We need a way to fully disable the tour, for one wiki but also for all wikis (even more important than allowing to disable on a single wiki).
