HTML file fails to import using Import Office file tool from WYSIWYG editor

    Description

      It used to work to import content from html files using the Import Office File tool from the WYSIWYG editor toolbar.

      Steps to reproduce:

      1. Edit a page and click on the Import Office File icon
      2. Select a local html file and leave the default filter styles checked

      Result Test from a 14.10.13:

      Starting with 15.0, it fails to work:

      Tested as well on 15.5.4:
