Allow to exclude action menu buttons of page during HTML export

This option would be excellent to have or an alternative to hardcode URL in order to exclude right context menu actions buttons of page.

Currently, having those buttons is misleading for a user, because by hovering them the user will see the hardcoded URL of the XWiki instance and if a user has an internet connection and user account to that instance he/she will have the opportunity to edit the page or performed any available functionality. But in case, if user is looking at the HTML version offline, these buttons are useless.

As a result, the HTML version of the page after exporting won't have the Create & Edit & More actions buttons.
