'Is enabled' filter doesn't keep it's value after page refresh and does not display back all entries after clearing it

    Description

      Steps to reproduce

      1. Login
      2. Go to Notifications Settings
      3. Add some filters on the 'Custom Filters' section by watching some pages (which will have the 'Is enabled?' toggle set to ON)
      4. On 'Is enabled?' column, click on the filter box drop-down and select 'False'
      5. Refresh the page
      6. Observe the value of the 'Is enabled?' drop-down filter box
      7. Select 'False' again from the drop-down
      8. Clear it (using Backspace key)

      Expected results

      The value of the 'Is enabled?' drop-down filter is kept after page refresh (e.g. 'False').

      After the 'False' value is cleared, all entries are displayed back in the table.

      Actual results

      The 'Is enabled?' drop-down filter doesn't display anything after page refresh.

      Since the existing filters had the 'Is enabled?' toggle set to ON, the LD is empty, which is confusing.

      Moreover, at this point, if 'False' is selected again and then the value is cleared, the entries are not displayed back in the table.
