Upgrade tooltip contents of the Panel list introductory text to new paragraph below introductory text

In the global administration > Look & Feel > Panels section, under tab 'Panel List' there is a introductory information that has a tooltip. The information in this tooltip is quite important in explaining how to use the Panel drag & drop functionality. Taking into account the importance of this information, this information should be placed as a new paragraph of regular text below the introductory information.
