Users without edit right on a custom administration sections cannot access it

Steps to reproduce:

• login as Admin and create a test user 
• grant the user full rights( view, edit, admin, etc) on a specific page

• login as test user and go to the specific page > Administer page >Look and Feel > Pinned Pages

Expected Result: User can edit Pinned Pages from Administer Page
Actual Result: User receive the following error: "You do not have permission to configure this application"

However when the user has global admin rights, he can access Pinned pages from all pages and edit it.
