Missing JsResourceSkinExtensionPlugin in docker test xwiki.cfg

JsResourceSkinExtensionPlugin is missing from the default list of plugins provided in docker tests: as a result, any code using `$xwiki.use.jsrx` won't be properly executed.
The other Skin extension plugins are loaded, I don't think we should make an exception for this one.
