Focus highlight is not sufficient on topbar notifications button

The notifications button does not show proper borders when it's in the `:focus-visible` state. Similarly to other buttons in this line, it should have proper borders.

This is probably an issue with `border-width`. This width should stay at a minimum of two to avoid messing up the style of :focus-visible .
