When using the TOUR, page elements can be accessed by a mouse but not a keyboard

To ensure the best accessibility, the mouse and keyboard users should have access to exactly equivalent interactions.

Here, kinda unexpectedly, the mouse users can interact with the content that is highlighted by the tour, while the keyboard users are restricted in between the tour dialog content.

IMO we should reduce the interactivity for mouse users, it seems unecessary and unwanted to me, but we should discuss it as a community to find the best solution.
