The right panel appears empty even though it is disabled

Steps to reproduce:

• Change the width of left and right panels by dragging slider
• Visit the Panels Admin section and disable both panels

Actual result

• The right panel will be present without any content on your XWiki

Expected result:

• The right panel is not displayed.

Note:

Empty right panel will be displayed even with enabled left panel. I don't have this issue on XWiki 17.2.2
