Convert custom.less to CSS

For a performance improvement, we should convert custom.less to a CSS.

Note that this is a prime customization spot, we need to be really careful with backwards compatibility here.
I assume the best solution would be to create a new `custom.css` file to host CSS customizations. Then add a warning in the LESS one but leave it as is.
