Convert admin.less to CSS

For a performance improvement, we should convert admin.less to a CSS.

There's heavy use of mixins. We might want to use the bootstrap classes directly on the HTML to avoid this.
In addition there's media queries with variables (XWIKI-23315).
This looks like a tough conversion.
