Convert misc.less to CSS

For a performance improvement, we should convert misc.less to a CSS.

There's a few standard mixins, might be easily replaceable with their HTML classes.
There's a few media queries with variables that could block the conversion.

It seems like a rather difficult conversion, keep it for last once we have agreed on solutions for all the standard conversion problems.
