Failed to execute toc macro when there's no header matching the toc parameters

    Description

      Paste the following in the Wiki editor:

      {{toc/}}

= h1 =

      Upon save I get a "Failed to execute macro: toc". If I write:

      {{toc start=1/}}

= h1 =

      the toc macro si rendered fine.
