Put the Content-type META directive before the title element in the HTML header

The reason is to conform to the guidelines:
"Use (at least) the meta element to specify the character set and place this element as high as possible in the head section of the markup."

The htmlheader.vm file should be modified so that meta directives are placed above the title element.
