Add API for manipulating skin extensions as components

    Description

      We need this in order to be able to use skin extensions from components such as java macros.

      The idea is to add an xwiki-skin module to hold this API (and not only) and have its implementation provided in with the skinx plugin jar. For this reason, this is not a duplicate of XSKINX-10.
