New permission check introduced in 2.5 forbids macros which need programming rights in subwikis

If you write a Wiki macro which uses groovy your macro won't work in a subwiki.

The code that does the check was introduced in 2.5M1:

It seems it's not checking the real source of the source code which is the macro page and should have the rights granted.
