auto suggestion of tag names doesn't work any more

    Description

      Tags - I was used that if I enter a tag the matching possibilities are shown.
      On my xwiki 2.4 (.4) installation this is broken. It is still working on xwiki.org (2.3).

          Bug - A problem which impairs or prevents the functions of the product. XE-539 tag suggest feature does not work if Main.WebHome is not saved with programming rights.
