Don't interpret all panels initially in the panel wizard

    Description

      Have a preview button for each panel instead of previewing all by default.

      The problem is that the panel header is also generated by the panel contents, and that's where the title is. This means that we'll either have to extract the #panelheader line from the content, or use a generic panelheader with the document name as the title, which will be changed when loading the real preview.
