WYSIWYG editor incorrectly displays/saves multiline velocity comments

The WYSIWYG editor cannot display multiline comments with an empty line, like:

#*
first line
second line

third line
*#

It will only show as comments the first two lines, and when saving it also moves the closing *# in the empty line, like this:

#*
first line
second line
*#
third line
