When in a subwiki XAR extension should be installed on the current wiki by default

Since the new UI does not provide any multiwiki information it should install XAR extension by default on the current wiki instead of install on all wiki untill a proper UI is done.

Lets say it's a less unpleasant surprise when you expect the opposite than the current behavior...
