Ensure that a Stub XWiki Context always has a URL Factory set and that it's always the same

When using the Stub XWiki Context Provider to get a clean XWiki Context when in Threads it would be nice to ensure to have a URL Factory set and that it's always the same (i.e. that it doesn't depend on the type of the first query in the system).
