Integrate ColorThemes functionality inside Administration

    Description

      Initially ColorThemes were supposed to be also used by normal users (and set a custom theme in the user profile). This functionality was never included in platform and the ability to set a ColorTheme (at wiki or space level) is available just for administrators.

      After we introduced the ability to filter and hide documents, ColorThemes space was considered an advanced space. Since the default preferences for an administrator is 'Display hidden documents -> No', this space is no longer available in the 'Spaces' gadgets.

      ColorThemes space can still be discovered from the Administration by using: "Look&Feel -> Presentation", so it's not quite a discoverability problem.

      The problem is having administration functionality that is not displayed inside the Administration.

      That's why I suggest we integrate the ColorThemes functionality inside the Administration.
