Add 'Create Panel' functionality inside Panel Wizard in Administration

    Description

      Administrators can 'edit', 'delete' and organize panel's order from inside the Panel Wizard.
      It's normal that they could also 'create' new panels from the same place without the need to leave the Panel Wizard.

      Also the 'Create Panel' functionality from the Panels space is now harder to find since Panels have been marked as hidden.
