Shouldn't be able to edit panels logged in as a different user from admin

    Description

      Steps to follow to reproduce

      • Log in as a different user from the Admin
      • Click on "Panels"
      • Click on a panel (e.g. Backlinks)
      • Click "Edit"

      Result: Even though I cannot create a panel, nor drag and drop it (as i don't have access to preferences from the top menu) I can still edit the panel.
