Users not available in the workspace owner selector (prevents owner change)

To reproduce, go in a workspace in Administer Workspace (in the top menu) -> Configuration -> Workspace and check out the owner selector: only the current owner and the guest are displayed, no other user (from the main wiki) is displayed so the owner cannot really be changed.
