Improve Search Admin UI

The current Search Administration UI has a few problems:

• is hardcoded to display Lucene administration
• uses javascript to apply the search back-end change, but does not refresh the view, so the user has to do it.
• the included search administration page corresponding to the selected back-end can not use PR.
• does not use the vertical forms standard
