Hide the bottom tabs from the tag dashboard

The tag dashboard (Main.Tags) is only supposed to be used as a management page, so comments and attachments shouldn't be available.

This is already attempted, but only for the "tag cloud" view, not for "single tag dashboard" or "delete/rename tag" actions.
