Add a new section to the Extension Manager administration UI to list available extension updates

    Description

      We need this section especially because with XWIKI-8744 the Distribution Wizard doesn't display the last step (Extensions) unless there are invalid extensions. So we need a way to upgrade the outdated extensions (those that are still working but that have new versions available).
