Always show Distribution Wizard if main database is empty and the DW has been cancelled already

    Description

      If the admin/user has clicked on "Cancel", and has restarted the wiki, it would be nice to show the DW again anyway. Right now, a missclick on Cancel can lead to really tough installation for a non-expert user (he won't know that superadmin has to be activated, and xar installed manually).
