This has nothing to do with the step since that part is handled by general DW code. I reproduced it but it was fixed by cleaning my browser cache so it's because the skin installed in previous step was partially applied by the browser, so a duplicate of ~~XWIKI-8221~~.

But IMO it's not a good idea to depend so much on the wiki skin in the Distribution Wizard and it should have a more stable style.
