Top Active Contributors has empty values when the current user is local

Steps to reproduce:

1. Login with Admin
2. Create a new wiki and select "Only local users are available in the wiki" as the User Scope
3. Install the UI with DW
4. Create a new local user (U1)
5. Login with U1
6. Go go Main.WebHome (top - local user.png)
7. Login with Admin
8. Go go Main.WebHome (top - Admin.png)

If you hover over the empty values and click on them you get the links to the global Admin user and the local U1 user.
