Move 'Annotations' functionality upper in the 'More actions' submenu

    Description

      • 1.1 - '[icon] Annotations' entry should not be displayed here since it's the activator for the feature, not a viewer. This menu section should display viewers, see XWIKI-10571
      • 1.2 - we need a different name for it, since 'Annotations' will be taken by the viewer, maybe 'Annotate' | 'Annotate text' | 'Annotate content' | 'Annotate page' | 'Add Annotations' | etc.
