If panelsWidth is set to '---' at Space level it does not fallback on XWiki.XWikiPreferences

    Description

      $leftPanelsWidth and $rightPanelsWidth does not fallback on XWikiPreferences, but are always set to 'Medium', see https://github.com/xwiki/xwiki-platform/blob/master/xwiki-platform-core/xwiki-platform-web/src/main/webapp/templates/layoutvars.vm#L47

      Example:
      If in XWiki.XWikiPreferences we have:

      • Display the left column: Yes
      • Width of the left panel column: Small
      • Panels displayed on the left: Panels.Applications

      and in Blog.WebPreferences we have:

      • Display the left column: —
      • Width of the left panel column: —
      • Panels displayed on the left: —

      instead of having the Panels.Applications displayed in Small width, we have them displayed in Medium width.
