Check user active/inactive status by default and remove the option to disable it

    Description

      Right now, in order for the XWikiUsers 'active' field to be considered by XWiki, we need to set the 'auth_active_check' XWikiPreferences field to 1 (or to set the "Administration > Registration > Authentication Active Check" to "Yes" from the UI).

      By default it is ignored and this does not make sense.

      The proposal is to remove this option from the UI, class, object and code (see XWiki.checkActive(...) and some other places) and make it the default behavior to check it every time.
