Add a mechanism to allow UI Extensions to be displayed only if certain conditions are satisfied

    Description

      We could define a standard way for UIX to be displayed when a certain condition is satisfied.
      Use cases:

      • some menu items displayed just when users have Edit rights;
      • some applications in AppBar available just for Admins;
      • some login elements displayed only if additional login apps are installed;
      • etc.
