Search xwiki.cfg in /etc/xwiki/ first

    Description

      The idea is to first try to load /etc/xwiki/xwiki.cfg file and only then fallback on /WEB-INF/xwiki.cfg resource.

      It's already the case in the Debian package trough a symlink but directly supporting it in XWiki would allow more advanced features like /etc/xwiki/xwiki.cfg.d/ folder etc.
