Debian package based XWiki instance does not load xwiki.cfg file anymore

    Description

      Regression caused by XWIKI-13867. Debian started to count on /etc/xwiki/ but the standard web.xml actually forces "/WEB-INF/xwiki.cfg" resource which does not make much sense...
