Simple users can see Menu location in the Page Index

Steps to reproduce:

1. Log in as a simple user
2. Click on Drawer > Page Index
3. Observe the "Menu" entry
4. Click on the "Menu"

Expected results: As simple users aren't allowed to see the Menu app, simple users aren't able to see the app in the Page Index.

Actual results: Simple users can see the "Menu" location, without any more details and when the link is clicked a restriction message appears:
