Cannot drag panels from Administration, change page layout and save settings randomly

    Description

      STEPS TO REPRODUCE:

      1. Log in as Admin
      2. Go to Administer Wiki > Look & Feel > Panels
      3. Choose a page layout (No side column, Left column, Right column)
      4. Go to Panel List
      5. Drag some panels from the Panel List to a side column (left/right)
      6. Click 'Save'
      7. Create 3 subwikis: one with 'Only global users are available in the wiki', one with 'Only local users are available in the wiki' and one with 'Both global and local users are available in the wiki'
      8. On each of the 3 subwikis, perform steps 2 - 6

      EXPECTED RESULTS

      The page layout can be changed, the panels can be dragged as needed and the settings are saved properly on Main Wiki, as well as on subwikis.

      ACTUAL RESULTS:

      In some configurations, the layout cannot be changed, the panels cannot be dragged to the side (or back to the panel list) and when click the 'Save' button, nothing happens (no green confirmation message).

      The issue is not entirely consistent and was reproduced in different DB/browser configurations as follows:

      On HSQLDB:

      IE11 - on Main Wiki, subwiki with 'Only global users' and 'Only local users'
      Firefox 64 - on subwiki with 'Only local users'
      Chrome 71 - on Main Wiki, subwiki with 'Only global users', 'Both global and local users' and 'Only local users'

      On MySQL:

      IE11, Firefox 64 and Chrome 71 - subwiki with 'Both global and local users' and 'Only local users'

      On PostgreSQL:

      IE11, Firefox 64 and Chrome 71 - subwiki with 'Only global users', 'Both global and local users' and 'Only local users'

      On Oracle:

      IE11 and Chrome 71 - subwiki with 'Only global users', 'Both global and local users' and 'Only local users'

      Firefox 64 - subwiki with 'Only global users' and 'Only local users'

      Edge is the only browser that the issue could not be reproduced on, neither on Main or subwiki.
