            Description

            To reproduce:

            • download and start jetty+hsqldb
            • access the home page
            • look at the HTML source

            -> you end up with stuff like

            <link rel='stylesheet' type='text/css' href='/xwiki/bin/skin/resources/css/xwiki-min.css?cache-version=1563303426000?colorTheme=FlamingoThemes.Iceberg&amp;language=en'/>

            Regression probably indirectly caused by XWIKI-6073.
