Panels with special characters cannot be put in a column

Panels can be created with special characters, but apparently they cannot be inserted in the columns.

Reproduction steps:

• Go to Panels.Home and create a panel with the following name:

  Is # & \u0163 'triky\"? c:\\windows /root $util

• Go to the administration -> Panels -> Panels List and drag and drop the panel you created in the right column
• Save the layout
• Go back to Administration -> Panels by the menu to reload the page

Expected result:

• The panel is still on the right column
• The "Panels displayed on the right" text field from Panel administration shows it with its full name

Obtained result:

• The panel is not displayed anymore
• The "Panels displayed on the right" text field shows

  Panels.Is 

  only instead of the full name: looks like the reference is truncated before the first symbol.
