Don't display the WYSIWYG editor by default in the comments section

    Description

      This issue follows a proposal made on the forum.

      The introduction of the WYSIWYG editor in the comment form bloated the UI and both slowed the page rendering time and introduced regression on the UI.

      Consequently, we propose to make the comment form hidden by default and to add a button to allow users to display the comment form when needed.
