Provide a new API for Ratings to allow create a RatingManager with a dedicated scale

    Description

      The idea here is to be able to create a dedicated instance of RatingManager on demand for any usage: could be for Rating a dedicated xobject on a scale [0,3], for rating a page on a scale [0,5] or for liking a page on a scale [0,1].
